Washington (CNN) -- The United States and Russia have reached "the most comprehensive arms control agreement in nearly two decades," President Obama said Friday.
The agreement cuts by about one-third "the nuclear weapons that the United States and Russia will deploy," the president said.
The new Strategic Arms Reduction Treaty (START) will last 10 years, and builds on the previous agreement that expired in December.
"It significantly reduces missiles and launchers," Obama told reporters at the White House. "It puts in place a strong and effective verification regime. And it maintains the flexibility that we need to protect and advance our national security, and to guarantee our unwavering commitment to the security of our allies."
Obama and Russian President Dmitry Medvedev will sign the agreement April 8 in Prague, Czech Republic, Obama said, calling arms control "one of his administration's top national security priorities."

F'N FRIDAY: IN THE NEWS: Gay teen in prom case is local pariah, national heroine
(CNN) -- Walking into school Wednesday morning was not easy for Constance McMillen. The last time she'd been there was March 11, the day after her Fulton, Mississippi, high school canceled prom rather than allow her to wear a tuxedo and attend with her girlfriend.
She didn't assume last week's spring break would cool things down. She expected stares, dirty looks and cold shoulders, and passing through the doors was daunting. Over these last two weeks, she said, she's had a hard time sleeping, can barely eat, feels anxious and -- until she saw a doctor for help -- often felt like she was "going to throw up."
"I've been very nervous about all of this," the 18-year-old Itawamba Agricultural High School senior said. "I don't like being somewhere where everyone hates me."

IN THE NEWS: The House passed the overhaul — now what?
By Ken Strickland
Senate Producer
So, now what?
Relieved Democrats may still be celebrating the passage of landmark health care overhaul legislation, but Republicans in the Senate still have an opportunity to try to derail the bill.
And if history is any guide, they are likely to force the House to vote on health care again before Easter. "Anybody that thinks that this is only going to be a one-time deal today in the House, I think, is grossly mistaken," said Republican Sen. Orrin Hatch on CNN's "State of the Union."

IN THE NEWS: Texas lawmaker admits yelling ‘baby killer’
A Republican congressman from Texas on Monday admitted he shouted “baby killer” from the House floor as Rep. Bart Stupak, D-Mich., defended his change of position on health care legislation on Sunday. But Rep. Randy Neugebauer said that his remark was a comment on the bill itself and not directed at the Michigan lawmaker.
"In the heat and emotion of the debate, I exclaimed the phrase 'it's a baby killer' in reference to the agreement reached by the Democratic leadership," Neugebauer said in a statement released by his office. "While I remain heartbroken over the passage of this bill and the tragic consequences it will have for the unborn, I deeply regret that my actions were mistakenly interpreted as a direct reference to Congressman Stupak himself.
